I'm not sure they've failed to attend routes Europe before, although iirc they have previously skipped Routes Asia whilst EDI, MAN and BHX all attended. I dont believe AviAlliance own a majority stake in either of the German airports. At HAM the 51% controlling stake is held by the local government and at DUS AviAlliance only own a 30% stake, so I'm not sure we can wholly lay any issues at their door.
