The police in Scotland are stuck between a rock and a hard place. They were told to "encourage and educate" the population to follow the rules throughout the Pandemic. This approach has only very recently changed despite it being obvious for a long time it was not working. This is directly linked to how the Government wanted the pandemic policed. They presumably didn't want accusations of a police state but look where it has brought us. KLM have apparently suspended all intercontinental flights, all South African, South American, UK and some European night stopper services as the Dutch government is trying to reduce Covid importation into Netherlands.
